QC080000 is a specialized Hazardous Substance Process Management (HSPM) standard developed by the International Electrotechnical Commission (IEC) through its subordinate body, the IEC Quality Assessment System for Electronic Components (IECQ). It aims to help companies effectively manage hazardous substances (HS) in their product components, demonstrate compliance with relevant national and regional laws and regulations—such as the EU's RoHS and WEEE directives—and is applicable to manufacturers of electronic and electrical products, components, and raw materials.

2. Background of QC080000

Many existing or pending regulations worldwide impose control requirements on a specified list of hazardous substances, including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBBs), and polybrominated diphenyl ethers (PBDEs), which may be present in electronic and electrical products.

However, regulations vary in their control requirements for hazardous substances, and customer demands differ even more widely. Only by establishing a globally recognized authoritative standard or specification—providing all stakeholders with a unified and clear framework—can this issue be fundamentally resolved, thereby minimizing technical barriers to international product trade.
